I suppose the reason this doesn't blossom into neighbor drama is that the caganer is supposed to be hard to find: it's kindof a "Where's Waldo" game, apparently.
Actually, this *was* a minor thing in a municipal display somewhere. I don't remember details, but people were upset. Keith Olbermann had a bit about why it was dumb to be upset about it. Or maybe it was PZ Myers. I dunno, it was one of my Generals in the War on Christmas.
